Transportation
The complex relationship between land use and transportation is a key factor in maintaining economic vitality. Land use must be adjacent to transportation corridors to maximize the movement of people and goods, improve residents’ quality of life, as well as maintain a community’s unique sense of place. Even though MCCOG is the primary transportation planning organization for the Anderson-Madison County region, the agency also collects, analyzes, and reports information to guide local transportation decision-making, project development, project management, and innovative solutions.

Urbanized Area vs Metropolitan Planning Area Boundaries
MCCOG has two important and distinct boundaries:
Urbanized Area (UA) Metropolitan Planning Area (MPA)
Under Title 23, Part 450 of the Code of Federal Regulations
(CFR), a Metropolitan Transportation Planning Process
must be conducted for each area of concentrated population surrounding a community of at least 50,000 persons, as defined by Census 2010 and commonly referred to as the UA, which was updated and formalized in 2012. This area includes the City of Anderson, City of Alexandria, Town of Chesterfield, Town of Daleville, Town of Pendleton, Town of Ingalls, and the Town of Fortville.
At a minimum, an MPA must be defined to encompass the entire existing UA plus the contiguous area expected to become urbanized within a 20-year forecast period of a Metropolitan Transportation Plan (MTP). Madison County and all of its incorporated communities as well as the Town of Daleville in Salem Township in Delaware County, the Town of Fortville in Vernon Township in Hancock County, and the Town of Middletown in Fall Creek Township in Henry County comprise the local MPA.
