The Systems planning, analysis, and forecasting section of the Madison County Council of Governments is requesting written quotes from qualified firms to equipment and materials to be used in the USDOT Safe Streets and Roads for All (SS4A) Mini-Roundabout Pilot project. Note: a revised PDF was uploaded on March 23, 2026. One item (Splitter Island East) was missing from Appendix A: Quote by Item Form and was added in the revised version of the Request. All vendors who had previously responded with interest were directly notified of the revision.


Note: the response deadline was extended 7 days from April 1, 2026 to April 8, 2026.


Questions and Answers:

  1. What are the external dimensions of the splitter islands and do they need to be a particular height or material?
  2. There is no specific material required, though it must meet the specification for being fully mountable and durable enough to remain installed for a minimum of 6 weeks. Though no height is specified, we anticipated approximately 4" to mirror standard concrete / brick mountable curb or truck aprons. Additional dimensions are provided below:

  2. Are applicants expected to provide installation services?
  3. No, we do not expect vendors to install the product(s). We are working with the Town of Pendleton Street Department for installation. However, guidance on installation procedures may be requested. Additionally, inspection of the installation work, noted as item 3 in the Quote Items, can be included in the quote, if available.

  5. Do all 3 Quote Items identified on pg. 2 need to be included?
  6. No, MCCOG reserves the right to determine which equipment, and services will be provided from vendors, including the possibility of using multiple vendors. We anticipate some vendors may not be able to provide all items.

  8. What level of removal is required?
  9. As the project is required to be temporary in nature, per the USDOT SS4A grant program, removal means that we must return the intersection to its original configuration. Ideally, that would include removal of any anchors, if possible, though we understand there may be limitations for certain equipment.

  11. What is the minimum, maximum, and planned installation duration?
  12. The project is scheduled to maintain the installation for 2-3 months, with the minimum duration allowed under the grant being 6 weeks. The only exception for a removal before 6 weeks is if the installation results in significant safety concerns. The maximum duration is 6 months, as the Town requires the installation to be removed before the winter months.

  14. Are there color requirements for any elements?
  15. No, there are no color requirements. White striping for the raised crosswalks would be preferred, but we understand this could potentially be purchased and added through pavement markings in some cases.

  17. What is the height requirement for the raised crosswalks?
  18. We designed the raised crosswalks to 4 inches but are open to submittals with heights from 3-6 inches.

  20. What is the edge slope with respect to the path of vehicular traffic for the raised crosswalks?
  21. We designed for ~6.34 degree slopes (4" rise, 3' run) but are open to submittals with slopes from 5-8 degrees.

  23. What is the slope with respect to the path of pedestrian traffic for the raised crosswalks?
  24. The design accounts for an approximate 6-12 inch gap between the raised crosswalk and curb / sidewalk edge, so that raised crosswalks do not impede roadway drainage. We anticipate using small, standardized ramps, like the Supagrip Ramp example included in the final plan set sheet, to bridge the gap and ensure ADA compliance. The slopes vary at each crosswalk/sidewalk location, and vendors submitting for the crosswalk and/or roundabout equipment do not need to include a connection to the sidewalk. However, noting compatibility with the proposed design solution (i.e., ability of the crosswalk to support an additional ramp piece) would be beneficial to provide.
